The fan on my 1070 stopped working a year ago or some, in this case it was the bearing, as it was very hard to turn (relatively speaking), and would stop spinning almost immediately after starting. In my case the card has 2 fans, so it'd run fairly hot at like 85 degrees with just the 1 fan spinning, but it was still boosting as it should.
